November DABS Meeting Recap: New Licenses and Main Street Fire Recovery Updates

At November’s meeting of the Utah Department of Alcoholic Beverage Services (DABS), commissioners approved a new batch of restaurant and bar licenses across the state and heard important updates from Main Street operators still rebuilding after August’s fire.


Bar licenses

Three new bar establishment licenses were approved:

  • Coal Creek Taproom & Eatery – Cedar City
  • Engine Room Pub & Bistro – Salt Lake City
  • AC Hotel Park City – Park City

Commissioners also granted extended closures for several existing bar licenses impacted by the Main Street fire or ongoing construction: White Horse, Whiskey Street, London Belle and Amendment 21. Utah+1


Full-service restaurant licenses (beer, wine, liquor)

Eleven restaurants received full-service restaurant licenses at this meeting:

  • Saffron Valley – South Jordan
  • Las Flores Family Mexican Restaurant – Cedar City
  • Central by Saffron – Salt Lake City
  • Lotus of St. George – St. George
  • Mi Lindo Jalisco – Vernal
  • Redemption Steakhouse – Vernal
  • The Capitol Reef Kitchen – Torrey
  • Cosmopolitan Grill – St. George
  • Engine Room Pub & Bistro – Salt Lake City
  • Pig Pen Saloon – Park City
  • Slot Canyon Eatery – Hurricane

Limited-service restaurant licenses (beer, wine)

Seven spots picked up limited-service restaurant licenses:

  • India Palace Provo – Provo
  • Vongole Pasta Italian Restaurant & Wine – Salt Lake City
  • Kin Sen Thai – Millcreek
  • Mystique Dining – West Jordan
  • Tepanyaki Japanese Steakhouse – West Jordan
  • Kabuto Sushi – Spanish Fork
  • Ooh Pho – Taylorsville

Beer-only restaurant license

One business was approved for a beer-only restaurant license:

  • Yummy Tequenos – Provo

Main Street fire: London Belle, White Horse & Whiskey Street

Commissioners also heard from two business owners affected by the devastating Main Street fire in August, which shuttered several key downtown bars. Gastronomic Salt Lake City

  • London Belle – Owner Frank Paulraj confirmed plans to rebuild, with 2027 currently projected as the likely reopening year.
  • White Horse & Whiskey Street – Jason LeCates of Bourbon Group outlined updated timelines: White Horse is targeting a return in early 2026, while Whiskey Street is expected back around early 2027, with a chance that late 2026 could be possible if everything moves quickly. For anyone who spends time downtown, these timelines are a big step toward seeing a major stretch of Main Street nightlife come back to life.
